Add Ability to Configure Bulk Edit, Move, and Transition Functionality

Our organization has applied a number of customizations to Jira Issues which force users to perform specific actions at certain points in the workflow. We've noticed that users are able to bypass those actions by using the Bulk edit, move, or transition functionality. We'd like to see if it is possible to allow Jira system administrators to edit or configure the bulk functionality in some way so that we can add the same customizations to those pages in addition to adding the functionality to the issues themselves.
