Currently, only team-managed project administrators can add or remove watchers to issues. Users members of the "Member" project role can only add or remove themselves as watchers.

As a team-managed user with a member role, I want to be able to add or remove different users as watchers to issues

Workaround

1. Create a copy of the member project role
2. Enable the permission to add or remove watchers to issues:
   
3. User and grant the copy of member role instead
