Permission to restrict creating new projects to only next-gen

      In Jira Software Cloud, anyone with Administer Jira permissions can create classic or next-gen projects. 

      It would be nice to have a setting that allows users to only create next-gen projects, not classic, or more granular global permissions that restrict the type of projects users can create.
