This has been annoying me for long.
E.g. I see a error in description, click precisely on the spot, hoping to type straightaway, but ending up the caret flashing at wrong place, all thank to the formatting bar appearance.

 

Not sure if it is too hard.
But definitely suggest a better solution: either let the caret land correctly, or show the formatting bar at the bottom
