Currently, it's not possible to a non-registered user to watch an issue. However, in many companies, not all the employees are registered as Jira user but might need to get informed when an issue is in development or have been resolved.
It would be perfect if Atlassian allow a Jira user to add an e-mail in the watch options of an issue.
