Issue Summary

When granting anonymous access to a Jira Software Project, anonymous users won't have access to any of the Boards associated with the Project.

Steps to Reproduce

1. Grant the Browse Projects permission to group Anyone
2. In the Board associated with the Project, make the filter public by sharing to Public

Expected Results

Anyone with the URL link to the Board and/or Project can open the link and view the Board and its content.

Actual Results

Board is restricted and login is required.

Notes

Anonymous users can still view the Issues themselves and the filter being used by the Board, they just can see the Board itself.

Workaround

No workaround to view the Board anonymously. Maybe use a filter?
