Issue Summary

Story Points field doesn't accept decimal numbers when using different language settings.

Steps to Reproduce

1. Change the user personal settings to a language different from English – French, Spanish, etc;
2. Create an issue;
3. Change the Story Points value to a decimal number.

Expected Results

The field should accept the decimal number.

Actual Results

A validation failed error occurs.

Workaround

The user must change the personal settings to English in order to properly update the field.
