Error 'The ranking of your issue has failed. We are unable to rank your issue. Please try again later' when ranking issues on next-gen projects with Limited access

Steps to reproduce:

• Create a next-gen project (or use an existing one)
• Change access to Limited
• Access the next-gen board
• Try to rank the issues as a user who is not an Administrator on the project

Expected Result 

• Issue is ranked as expected
• No error

Actual Result 
Issue is not ranked and error is displayed
