      User Story

      As a user who has voted on a public Jira issue, and is watching it because I'd like to know when it's released,
      I would like to not be spammed by endless +1 comments,
      so that I can get on with my life without wanting to throw my computer out the window.

      Details

      When a user adds a comment to an issue which includes the characters "+1":

      1. Email the user a link to documentation on JIRA's Issue Voting feature.
      2. Delete the comment and add a single upvote.
      3. If this user creates a "+1" comment ever again, then ban them from using any Atlassian product.
