duplicated filter names breaks ViewSharedFilters.jspa

      Issue Summary

      when duplicated filter names are created by an import or another function, the ViewSharedFilters.jspa search is broken.

      Environment

      cloud

      Steps to Reproduce

      1. import duplicate filters via import
      2. search for filter in ViewSharedFilters.jspa

        Expected Results

        all filters should be returned

      Actual Results

      an error message states that no matching records can be found.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available, please create a support ticket to investigate
