Summary

Restricting create next-gen project permission in Jira global permission is not working.

Steps to reproduce

1. Go to Jira Global Permission.
2. Set Create next-gen projects to site-admins group only.
3. Login with a separate account that is granted with Jira administrator but not in site-admins group.
4. Create a next-gen project with that account.

The same behaviour is observed with a different group.

Expected result

Users with Jira administrator access shouldn't be able to create the project. Only users from site-admins group.

Current result

Jira administrators can still create next-gen projects.
