Add "Versions" feature to Next-gen Projects

      In the Next-gen Projects, the Releases feature is not a supported function and is currently only reserved for Classic Sofware Projects.

      For users that which to use a Next-gen Project this poses a problem and should be optional in the Feature setting of the Project.
