Allow the use of project categories in next-gen projects

Problem Definition

Currently, independent (next-gen) projects cannot have a project category defined.

Suggested Solution

Provide an ability to define a project category on independent projects.

Why this is important

Although independent projects are meant to be a "create and go" solution for projects, it would be helpful to have a way to categorize them.
