Ability to manage permissions in next-gen projects

Problem Definition

Currently it's not possible to access permissions schemes or manage permissions for specific actions in next-gen projects. Some of the permissions (e.g 'Add Comment', 'Work On Issues') are granted to all the users who have access to the project. However, some permissions (e.g 'View All Worklogs') are not granted to any user even the admins. This causes some pains, for example admins can't see the worklogs added by other users.

Implement the ability to manage permissions (or permission scheme) in next-gen projects.
