Issue description

A lot of Jira users complains about the new Jira issue view, so they have the option to turn off at Jira Labs, with that, the Jira issue view returns to the old UI, but this has a bug with the scroll bar at the issue view going past the bottom of the screen and not at the end of the last item.

Steps to reproduce

1. Turn off the new Jira issue view (turn off Jira Labs)
2. Access a Scrum board > Active Sprints
3. Select an issue
4. Add a comment
5. Scroll the bar and it will pass through the last item showing a lot of blank content at the page

Expected results

The scroll bar should stop at the last item available at the page

Actual results

The scroll bar goes through the last item available at the page and shows a blank content at the page.
