Burndown chart shows logged hours on the incorrect date

Burndown chart shows logged hours on the incorrect date if the work was logged on Tempo with a past start date.

Environment

Jira Software Cloud with Tempo

Steps to Reproduce

1. Log work on an issue (using Tempo) and set the 'Start Date' to a past date
2. Generate a Burndown report

Expected Results

The report should have an entry for the issue on the start date of the worklog.

Actual Results

The report has an entry for the issue on one day before start date of the worklog.

Workaround
