Ability to scope Priorities to Specific Projects

The basic ability to scope a specific Priority to a specific Project or Issue Type, just like is done with Custom Fields would be great.
This is a specific problem that we have since we have so many teams, that we cannot distill all possible Priorities to one small set that applies to everyone.
