Recent JIRA Accessibility Regression after "Starting Sprint"

I am reporting this bug on behalf of one of our users who is blind. Here is his issue description:

"I have noticed a major accessibility regression in JIRA. I don’t need to use JIRA often, so I can’t tell you exactly when it appeared. When I access a dialog (e.g. clicking on the “Start sprint” button for an Agile project), the page becomes completely inaccessible. While the dialog is up I can only read the page title. I have tried refreshing the virtual buffer for JAWS (where the DOM is translated in to text for me to read) and restarting JAWS, but still no luck."
