Can't Flag/Unflag in Boards linked to Service Desk

Environment

• JIRA v 1000.718.6

Steps to Reproduce

1. Create a Board based on existing JIRA Service Desk project or access a Board based on an existing JIRA Service Desk project
2. Click on an issue in the board
3. From the board, click on the Ellipsis button, then Add flag or Remove flag

Expected Results

The Flag should immediately be added/removed

Actual Results

A prompt to comment pops up, and clicking on Add shows the waiting icon and doesn’t do anything
