Allow announcement banner to be dismiss-able by the end users

      When there's a banner at the top of Jira, users cannot dismiss it. 

      After they saw the announcement for a while, they may want to "turn it off" if they have seen it already.

            Perhaps make it configurable so it reappears every login or every day.
