Hi Team,

We would like to check if there is an option to implement the below:

• User A created a ticket and engineer B owns it and completes the initial review
• Once the intial review has been done and if B feels that ticket is complete, the ticket can be moved to next state to process further. Here engineer B uploads an attachment (kind of analysis report / checks done by him to approve this) and moves to next stage. Here we would like to have a validator / condition - if no attachment is there, can't move it to next stage. Also, only a few list of people should have access to move the ticket to next stage (kind of approvers). 
• If the ticket is incomplete, he can move it to another state where the ticket will be assigned back to reporter / requestor to provide missing details as given by engineer B in comments

How this can be achieved? If not Atlassian supported official plugin / method, any other ways to achieve this?
