Only some users should be allowed to add issues to Active Sprints (Scope Change)

Problem Definition

Currently there is no possibility to restrict users from adding issues to Active Sprints. A user has permission to add issues to Sprint if they have:

• Schedule Issues permission and
• Edit Issues permission

This means they can rank issues in the Backlog and Add issues to Sprints (Future and Active).

Suggested Solution

Add restriction so only some users can Add issues to a Sprint that is Active
