Display target branch on the pull request overlay panel

    Description

      In our workflow, we will often make multiple pull requests for a given ticket (say one to a Continuous Integration branch and another to our develop/master branch). When we pull up the pull request overlay, there is basically no way of knowing which branch the pull request is destined for without opening the actual request, which is a nuisance.
