JIRA Development Panel not using Display URL

      Steps to reproduce

      1. Setup Application Link between JIRA 6.2.5 (http://localhost:8080) and FishEye/Crucible 3.4.3 (http://localhost:8060)
      2. Change FishEye Site URL to be http://fisheye.domain
      3. Set the Application Link Display URL to be http://fisheye.domain in JIRA server
      4. JIRA Issue Development Panel still using Application URL http://localhost:8060 instead of Display URL http://fisheye.domain
