Problem Definition

Per the implementation of edit/delete "Comments" in the Issue details panel in JIRA 7.2:

The Comment is now performed in the details panel rather than a modal popup. and has a small footprint, while the sidebar can be expanded, on small monitors or low resolution monitors the option to expand is limited, and is desirable as a popup for some users.

Suggested Solution

Add a comment/edit button to use the modal popup to add/edit a comment in tandem with the new inline comment feature to increase flexibility for user preference
