Commits do not show in the Development Panel if the Issue Key is mentioned more than once in a commit message

Environment

• Development Integration Plugin 3.3.25
• FishEye 3.9

Steps to Reproduce

1. Assuming the issue key is KEY-123
2. Commit in the repository with a message such as: "KEY-123 - KEY-123 code changes"
3. In FishEye, the commit will be listed normally
4. In JIRA, the development panel in the view issue page will not show this particular commit

Expected Results

The commit should be listed in development panel even if the issue key is mentioned twice in the message

Actual Results

The commit is not listed in the development panel
