Start Date & Release Date date picker not using ISO8601 format

Summary

The Start Date and Release Date are not using the ISO8601 format when the format is selected in Look and Feel

Steps to Reproduce

1. Select Use ISO8601 standard in Date Picker in Look and Feel under Date/Time Formats
2. Click on the date picker to select a date from the Start date or Release Date

Expected Results

Date picker should follow the ISO8601 format

Actual Results

The date picker does not follow the ISO8601 format
