Problem Definition

Since the latest release of JIRA Software, in order to have a complex board filter (e.g: label query), users need to have Manage Sprints permission throughout all projects in order to Start/Close sprints in a board. It is an expected behavior but at the moment there is no documentation pertaining this behavior. It is also not mentioned in the Reintroducing sprint management in JIRA Software Cloud blog post:

Update the current documentation to reflect this behavior.
