Bulk change in Agile without permissions produces 404 error

      Replication

      1. Login as a user without Bulk Change permissions on Global Permissions in JIRA
      2. Go to Agile board
      3. Select a few issues.
      4. Right-click and select Bulk Change
      5. Select Edit Issues, click Next.
      6. Scroll down to Change Labels and enter "test" label.
      7. Scroll to bottom, un-check Send mail for this update, and click Next.
      8. Confirm change.
      9. Receive 404 error.

      Expected Behaviour

      1. Bulk Change should not be visible to the user if they do not have permissions
      2. Otherwise, error should at least say they don't have permission rather than just a 404.

      Work around

      Perform a search in the issue navigator for those issues and perform a bulk change

            this should create a usable error...ex "user must be added to Bulk Change Permissions"
