Only those who have 'Administer Project' permission should be able to add issues to an active sprint

      Currently, adding issues to an active sprint can be done by those who have 'Edit Issues' and 'Schedule Issues' permission for the projects included by the board's filter.

      However, it would be better to restrict the action only to those who have 'Administer Project' permission. It makes more sense, because 1) Creating, 2) Starting, and 3) Finishing a Sprint can be done only by them.

            I think that voters/watchers here should focus on the issue JSW-8964.  This one seems to give more flexibility in controlling the sprints and has more watches & votes, so I would hope it is more likely to be implemented.
