Latency problems with large amount of comments on issue

      Issue Summary

      When JSM instance has issues with large amount of comments (~10k) the SLA calculation and automation cause reindexing queue timeouts and as a result latency problems. 

      Steps to Reproduce

      1. JSM instance with issues with large amount of comments ( > 10k)
      2. SLAs and automation covering large issues
      3. Trigger several updates to issues (e.g. adding new comments). 

      Expected Results

      The system is able to handle the changes on issues with large amount of comments.

      Actual Results

      Reindexing queue timeouts appear in logs. Latency is observed on the system
