      I'd like for "customers" to be able to go to a service desk customer portal and create an account, but I'd still like to approve them first before they can use that customer portal.

            Would you be able to achieve this by having a single portal with public signup enabled, that is only for that purpose.

            Then you can review new users, and choose to add them, or not, as customers to your other portals that are closed access.
