For Request types which are visible in groups, there is a possibility to sort and arrange them by drag&drop:
For Request types which are not visible / Hidden from portal, the possibility to sort and arrange them by drag&drop is not existing:
This also has an impact on the sorting when the "Customer Request Type" field is used in a form: In a select list with 50 issue types, the user is quickly lost:
