JSD mail handler adds comments to wrong issues

      When an email comes to JEPP/JSDS/JIRA having Message-ID equal to empty string, it is still recorded in the notificationinstance table, thus causing other mails with an empty References and In-Reply-To headers to point to an arbitrary issue from the table having empty messageid column.
