External comments need to have a limit for email notification

      NOTE: This suggestion is for JIRA Service Desk Server. Using JIRA Service Desk Cloud? See the corresponding suggestion.

      With the new release it is possible to add people involved. This is a nice and long awaited feature, however, when the list of people involved is growing, the number of notification emails is growing as well. We would like to have an ability to define, who will get notified when we are submitting an external comment.
