Issue Summary

When using Jira Service Management with the Japanese language setting, the following message is displayed at the top of the field editing screen for all requests:
sd.customer.organizations.rest.operation.expected.array.of.numbers.error=操作の値は、配列インデックス

の数値である必要があります。

This is reproducible on Data Center: yes

Steps to Reproduce

• Set the language to "Japanese" in the profile.
• Open any project settings.
• Open "Request Type".
• Select and open any request type.

The field edit screen should display normally without any error messages.
