      Steps to Reproduce

      1. Installing JSM 5.17.0 via OBR

      Expected Results

      JSM is up and operational.

      Actual Results

      JSM is disabled.

      The below exception is thrown in the atlassian-jira.log file:

      Caused by: org.osgi.framework.BundleException: Uses constraint violation. Unable to resolve resource com.atlassian.servicedesk [com.atlassian.servicedesk [179](R 179.0)] because it exports package 'javax.annotation.meta' and is also exposed to it from resource org.apache.felix.framework [org.apache.felix.framework [0](R 0)] via the following dependency chain:

      Workaround

      Restart the Jira instance.
