Issue Summary
The ARIA attribute "aria-hidden" is defined unnecessarily for the modal dialog (that becomes available on activating "Edit" link) on the page.
Steps to Reproduce
- Open the "View issue in queue view & comments - Editor" page.
- Navigate to the main content.
- Navigate to the "Comment" input field.
- Leave the comment.
- Navigate to the "Edit" link and activate it.
- A modal dialog appears on the page.
- Using screen reader, try to navigate the content of the modal dialog using arrow keys.

Actual Results
The aria-hidden attribute defined unnecessarily for the <div> element containing the modal dialog (that becomes available on activating "Edit" link) on the page.
As a result, screen reader users can not access the modal dialog content easily.
Expected Results
Remove aria-hidden="true" attribute from the <div> element containing the modal dialog.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
