When a user is anonymized, at the end of anonymization, Insight reindex is triggered. These users are upgraded from old versions where the user key is not in the format of JIRAXXXXXX

If the instance is large and needs regular anonymization, it is problematic as insight will be unavailable during the index. 

This should be handled better similar to Jira.
