User cannot be assigned issues in JSM project without Browse Projects permision

      Issue Summary

      Unlike Jira Software projects, Jira Service Management projects do not permit a user to be assigned to an issue unless they have Browse Project permission – even when that user has "Assignable User" permission

      Steps to Reproduce

      1. Create a sample JSM project
      2. Create a sample, non-admin user. Add them to a sample group
      3. Grant the sample group JSM licensing using Applications -> Versions & Licenses
      4. Grant the group Assignable User permission on the project's Permission scheme
      5. Ensure the user and group do not have Browse Projects permission on the permission scheme

      Expected Results

      The user is able to be assigned to an issue within the project

      Actual Results

      When assigning the user to an issue, the error appears

      User 'USERNAME' cannot be assigned issues.

      Cause

      Issues can only be assigned to JSM agents. JSM agents are expected to always have the Browse Projects permission for the JSM project.

      Feature request

      Modify the behaviour to be more flexible, and allow issue assignment even if that user does not have Browse Projects permission for the project
