      Issue Summary

      The Draft Reply button is being shown when Atlassian Intelligence is turned off. This experience should only be visible to customers who have Atlassian Intelligence enabled.

      Steps to Reproduce

      N/A

      Expected Results

      If Atlassian Intelligence is disabled for a JSM site, Draft Reply does not show in editor on work items.

      Actual Results

      Draft Reply functionality is displayed in editor when Atlassian Intelligence is off.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
