Add ability to manage/enforce JSM Customer Access settings at Org level

      Issue Summary

      Currently, JSM allows to configure customer access settings for a site, and it works as expected.

      In cases where an organization has multiple sites, this needs to be reviewed on a per-site basis.

      Expected Results

      It would be great if there was an option to configure and enforce this at the organization level.

      Actual Results

      Admins need to review and configure this on a per-site basis.

      Workaround

      Currently, there is no known workaround for this behavior. A workaround will be added here when available
