Incorrect suggestions for labels fields in Customer Request form

      summary

      In Customer Portal, all fields of the "Labels" type will get suggestions from the default Labels field.

      steps to reproduce
      1. create a Custom Field of the "Labels" type;
      2. add the new field to a Customer Portal form;
      3. create an issue (either in Customer Portal or base JIRA):
        • populate the custom label field;
        • populate the default Labels field with different values.
      4. attempt to create a new issue in Customer Portal and see suggestions available for both fields.

      Expected result: suggestions match existing values for each field.
      Actual result: all suggestions are existing values for the default Labels field.

      This only affects the Customer Portal forms, in JIRA views fields are behaving as expected.

      workaround
      1. Update the labels manually in JIRA Issue View.
      2. Create a dummy issue and maintain the list of values to be suggested in its default Labels field.
