Commenting does not wait for attachment to complete

Steps to reproduce:

1. Create a Service Desk request
2. Type up a comment and add a large attachment
3. Submit comment before attachment finishes uploading

Expected:

Page should wait till upload is completed (the way it does on request creation)

Actual:

Comment is added and the attachment upload is canceled

I used Charles's throttling functionality to test this
