Evaluation Service Desk License Breaks JIRA

Summary

When users install an evaluation license for Service Desk on JIRA 6.4,if they attempt to access JIRA as another JIRA user via incognito mode, they get a prompt to redirect which if they select leave, would result in an error "Page is not redirecting properly".
This works fine if the user is admin.
If you attempt to access via another PC using IP address, you would get wrong password error.

Steps to reproduce:

1. Setup a JIRA 6.4.X nstance with Service Desk.
2. Add an evaluation license to Service Desk.
3. Create a new user inside JIRA(confirm the user belongs to jira-user group)
4. Open JIRA on a new incognito tab on Firefox or Chrome
5. Log in as new user created

Using Localhost

Expected behaviour:

User logs in with no problem since they belong to the jira-user group.Works this way with JIRA versions below 6.4

Actual behaviour:

JIRA prompts user if they want to leave the page. If they select leave, they are taken to an error page.
Firefox: "The page isn't redirecting properly. Firefox has detected that the server is redirecting this page in a way that it would never be complete."
IE: Page attempts to load infinitely with no errors thrown.
Chrome: "This page has a redirect loop."

Accessing via IP remotely:

Expected behaviour:

JIRA logs in with no problem when user enters correct username and password

Actual Behaviour:

JIRA throws incorrect password error.

Other Information:

JIRA would show user attempted to log in if you look at user in the User Management page.

Not really a workaround however JIRA starts to work properly if Service Desk is disabled.
