The time of Date Time Picker is not working well when raising requests

      Summary of bug

      When trying to raise a new request in Service Desk, the Date Time Picker would show a wrong value for the Time.

      Steps to reproduce

      1. Install Service Desk
      2. Create a Date Time custom field, make sure it appears in the Service Desk screens
      3. Edit the request form to include the custom field
      4. Try raising a request, and see the value of the Date time picker :

      Additional Notes

      • This was tested in Service Desk 2.3.2
      • The instance is hosted in my own machine, so there shouldn't be any timezone differences
      • The user profile has the same timezone as the machine as well
