System add-ons disabled after restart of JIRA

I have upgrade JSD from version 1.2.7 to 2.3.0 and then I restartet JIRA.

These system add-ons couldn´t enabled during startup:

• jira-inline-issue-create-plugin
• jackson-module-scala-2.10-provider

JIRA starts and we can work with it because we don´t have JIRA Agile. But there is another bug: After restart I have to reindex JIRA.

Workaround:
Downgrade to JSD version 2.2.1 -> all add-ons will be enabled but the reindex error still exist.

Environment:
JIRA Standalone version 6.3.15 and also testet in JIRA version 6.3.10
