Custom Fields Not Displaying Correctly in JIRA Filters

    Description

      We have custom fields in our JIRA project.

      One listbox field is applied at the Bug Level
      If I do a filter of Type Bug, I do not see this field in the Custom Field area.

      Another listbox field is applied to all Issues.
      This appears in the Filter Custom Field area but the list is not populated.
