Allow generalized URI in link

I would like to be able to link to Lotus Notes documents. This can be done if a link is set to the document ID, which looks something like:
      Notes://servername/CA256C8A007DEF2C/38D46BF5E8F08834852564B500129B2C/D4DC5FB649E9908BC325713E00293975
This works because Notes registers the "Notes" part of the URI as being opened by Notes, and both IE and Firefox co-operate when trying to open the URI.
However if I try to create a link using square-brackets around this URI, it doesn't work (no link is created).
This may also affect other applications, I believe it may have been raised before in JRA-8911 and JRA-9227 but with no resolution.
