No error returned for invalid Jelly tags

      If you reference an invalid jelly tag, no error is returned and Jira says the script ran successfully.

      For example:

      <JiraJelly xmlns:jira="jelly:com.atlassian.jira.jelly.enterprise.JiraTagLib">
<jira:blah />
</JiraJelly>

      This apparently works. No messages in the logs either.
